Dunno. I thought later that it might be a joke, but who knows?
well, i've seen some (ok one) german blog where he states that in Germany you are responsible for the comments in your blog, and I wondered if this disclaimer was something to fix problems likes that?
maybe, but it's a bit silly trying to limit the net to individual countries - kind of defeats the purpose of it really.
